Sir Arthur Eddington – The Expanding Universe
The result is that only the intergalactic distances expand. The galaxies themselves are unaffected; and all lesser systems – star clusters, stars, human observers and their apparatus, atoms – are entirely free from expansion. Although the cosmical repulsion or expanding tendency is present in all these smaller systems, it is checked by much larger forces and no expansion occurs
