the answer - or at least one of them - is that we appear to want to experience desire and pleasure and pain; being in cotton wool land is, after a while, an unsatisfactory existence, we want to get back to challenges and destiny!

Having reached the pure world of Indra, they partake in heaven of the divine pleasures of the gods
Thus having enjoyed that vast world of heaven, when their merit is used up they re-enter the mortal world and so conforming to the three Vedas, desiring desires they come and go
